The Meadows Mental Health Policy Institute solidified its role as a leader in both Texas and the United States in 2024 by helping increase access to quality mental health care for everyone who needs it. Because of the generosity of our philanthropic supporters, the Meadows Institute expanded our impact in Texas and across the country, and we strengthened our relationships with lawmakers in both the Texas Legislature and Congress to promote bipartisan policy solutions.
As we respond to today’s challenges, the Meadows Institute remains focused on building a future in which mental health care is accessible, compassionate, and effective for every person and every community.
Message from Our Board Chair and Chief Executive Officer
This past year, the Meadows Mental Health Policy Institute was at the center of a seismic shift in how Americans understand, prevent, and treat mental illness — turning bold ideas into life-changing solutions that improve the health and wellbeing of Texans and Americans across the country.
At the core of this work lies a simple truth: mental health care saves lives. In 2024, we turned this truth into action — implementing policies, advancing powerful partnerships, and driving long-overdue, meaningful change to reshape the mental health landscape and improve access to quality care for everyone who needs it.

We brought to life our vision for a healthier, stronger state. We partnered with communities across Texas to translate the successes of the 88th Legislature into real solutions in all 254 counties reaching more than 7.5 million Texans. We also launched two new regional centers in the Panhandle and Dallas dedicated to local partnerships with the top mental health providers in each community to drive local solutions to improve care access and quality.
The reach of the Meadows Institute’s impact extended even further across the nation. We accelerated progress to advance ambitious, sustainable solutions to the nation’s mental health crisis across the United States, including New York, Florida, Colorado, and Illinois. We strengthened policy relationships in Washington, D.C., and collaborations with leading partners, ensuring that mental health remains a bipartisan national priority and engaging recently elected members of Congress and the new Administration through our latest policy partnership with West Health.
We are not just responding to today’s challenges — we are charting a future in which mental health care is accessible, compassionate, and effective for every person and every community. This year, we began to transform the way our country responds to behavioral health emergencies by leading with care, not law enforcement. We also reinforced our unshakable promise to Texas’ children and families by championing three proven mental health solutions that will reach the entire state within a decade: urgent access to care in schools for every child and family, Youth Crisis Outreach Teams to help before needs reach a breaking point, and Multisystemic Therapy, the single most effective way to reduce youth violence and broken lives. All of these programs have a single goal: to provide young people and their families with the support they need to grow up healthy and strong.
We are not just imagining change — we are making it happen. This year, two exemplary leaders of the Meadows Institute who each were essential to our founding and our unprecedented achievements over the past decade received special honors. The City of Houston celebrated “Maureen Hackett Day” to acknowledge her lifetime of philanthropy, exemplified by her transformative leadership in establishing The Hackett Center for Mental Health at the Meadows Institute.
And we presented Linda Perryman Evans with our prestigious Rose Award for her visionary leadership in envisioning and championing the Meadows Institute, her inspiring belief that mental illness can and should be treated just like any other illness, and her dedication to carrying forward her family’s enduring legacy of philanthropy.

Mental illnesses are pediatric illnesses, with half of all needs emerging by age 14 and 75 percent of needs emerging before age 25. That’s why helping children and their families is our top priority at the Meadows Mental Health Policy Institute.
In 2024, we led a wide array of efforts to help connect young people who are struggling to caring mental health professionals and to support the adults who love them. We also worked across systems to advance holistic mental health solutions for children, families, and communities — helping Texas increasingly set the standard for the rest of the country.

Putting Mental Health Care Within Reach
Mental health care is health care — but too many Americans struggle to access quality care. On average, it takes eight to ten years for a person to receive treatment after symptoms first emerge. That’s far too long for someone who needs help.
The Meadows Mental Health Policy Institute is transforming the U.S. health care system so people can easily find mental health care where it is most convenient: from their primary care doctors. At the same time, we are focused on ensuring that people can also access high quality specialty care to meet their needs. We won’t rest until mental health is considered as important as physical health, and until mental health care is within reach for every person who is struggling.

People experiencing a behavioral health crisis deserve compassionate, patient-focused support, and emergency response should provide a path to treatment instead of punishment.
The Meadows Mental Health Policy Institute is a national leader in championing quick, effective, and empathetic responses to mental health crises. Through groundbreaking initiatives piloted in Texas that are inspiring change in other states, we are proving that communities can support anyone in the middle of a behavioral health emergency, including the law enforcement heroes who respond to calls for help.

We respond directly to requests from the legislative and executive branches of government as well as state and local leaders. We also lead national coalitions, deliver data-driven insights, and share real-world successes from Texas and beyond with decision-makers across the public and private sectors. Our trusted expertise empowers leaders to enact policies that help families across the nation access essential behavioral health care — and save lives.

Highlights and Milestones
Throughout 2024, the Meadows Mental Health Policy Institute reached new milestones in our mission to help all people in Texas, the nation, and the world obtain the health care they need.
Regional
Influence &
Expansion
The Meadows Institute championed accessible, effective mental health care for all Texans, and our regional centers expanded our impact throughout the state.
With a transformative gift from the O’Donnell Foundation, we launched our fourth regional center to deepen our impact in Dallas and North Texas, where the Meadows Institute was born.
We implemented a new regional center for the Panhandle to improve residents’ mental health, thanks to support from the Amarillo Area Foundation, Bivins Foundation, the Harrington Cancer and Health Foundation, and the High Plains Christian Ministries Foundation.
The Paso del Norte Health Foundation renewed its commitment to our Paso del Norte Center so we can build on our successes in strengthening mental health care in El Paso and Hudspeth counties, as well as neighboring parts of New Mexico and Mexico, over the next three years.
Through the extraordinary leadership Maureen and Jim Hackett, in 2018 we established our inaugural and flagship regional center, The Hackett Center for Mental Health. You can find its 2024 annual report here.
Innovation & Thought Leadership
Among the most trusted experts in the mental health field, the Meadows Institute shaped research, policy, and practice to transform mental health care.
The theory of change underlying the Meadows Institute’s focus and success was published as the lead chapter in Redesigning the US Mental Health Care System, sharing our distinct vision for an Ideal System of Mental Health Care for the nation.
We published a study in the Journal of General Internal Medicine showing that medical professionals who are integrating mental health within primary care (through the Collaborative Care Model) can treat eight times as many people as doctors using traditional care models.
We helped enhance the ability of over 100 doctors to provide effective and sustainable mental health care within primary care settings at the American Psychiatric Association’s annual Collaborative Care Model Residency Training Education Conference.
The Meadows Institute co-led the United Nations General Assembly’s Science Summit in New York City to elevate our framework for mental health with U.S. and international partners, underscoring that mental health is the bipartisan issue of the day with leaders such as Gov. Kathy Hochul and NYC Mental Health Executive Deputy Commissioner Dr. H. Jean Wright II.
We launched the K-12 Mental Health Tech Navigator, a free guide to help school administrators and educators choose among the hundreds of digital tools available to improve student mental health, with support from The Jed Foundation and Headstream.

Philanthropy

The Moody Foundation continued its longtime partnership with the Meadows Institute to scale our school-based initiatives ensuring all students in Texas, from kindergarten through college, are healthy and ready to learn.
The Bette Rathjen Foundation awarded the Meadows Institute a major, multi-year grant to expand our capacity, scale, and sustainability — and our ability to impact a greater number of children, youth, and adults with mental health needs.
West Health awarded the Meadows Institute a grant to improve access to mental health care for more than 350,000 people in Chicago’s Northwestern Medicine health system and another to accelerate our policy work in the nation’s capital with the new Congress and Administration.
